How This Data is Calculated

Total Contributions is calculated by summing the itemized and unitemized contributions reported on Form 460 schedules A and C and late contributions reported on Form 497 and Form 496P3.

Total Contributions does not include any loans received by the committee. Details about any loans received can be found in the Activity Details section.

Total Expenditures is calculated by summing the itemized and unitemized expenditures reported on Form 460 schedule E.

Total Expenditures does not include a committee's independent expenditures regarding candidates or ballot measures. Details about any independent expenditures made by the committee can be found in the Activity Details section.

Total Expenditures also does not include a committee's accrued expenses (unpaid bills). Details about any unpaid bills can be found in the Activity Details section.

For more information about campaign finance forms and their reporting schedules, please visit the San Francisco Ethics Commission website.

Summary Totals for Recent Contributions

The totals in this section represent the combined funds and expenses for committees supporting or opposing the ballot measure.

How This Data is Calculated

Funds are calculated by summing the itemized and unitemized contributions reported on Form 460 schedules A and C and late contributions reported on Form 497 and Form 496P3. Only funds from primarily formed ballot measure committees are included. Expenses are calculated by summing the itemized and unitemized expenditures reported on Form 460 schedule E, and independent expenditures reported on Form 496.

For more information about campaign finance forms and their reporting schedules, please visit the San Francisco Ethics Commission website.

Why is total funds or expenses data not available or 'None'?

Funds or expenses data may not be available or displayed as 'None' for several reasons:

  • Only funds from primarily formed ballot measure committees are included. Total funds does not include funds of other types of committees that have made independent expenditures supporting or opposing the measure.
  • No committee has reported contributions or expenditures to influence this measure.

About the contributors table

Contributors are individuals or entities who have made contributions to the candidate's or committee's campaign. The table lists contributors by their first and last names, along with the total amount they have contributed.

The data in this table is based on itemized contributions reported on Form 460 Schedules A and C. It also includes contributions received reported on Forms 496 ($100 or more) and 497 part 1 ($1000 or more) during the late report period.

Reporting Contributions Returned to a Contributor: Contributions returned within the same reporting period in which they were received are reported as a negative contribution on Form 460 Schedule A. Contributions returned in a different reporting period in which they were received are reported on Form 460 Schedule E as “Returned Contributions” (code = RFD).

For more information about campaign finance forms and their reporting schedules, please visit the San Francisco Ethics Commission website.

About the expenditures table

Expenditures are the amounts spent by the candidate or committee on campaign activities. The table lists expenditures by their spending type and amount.

The data in this table is based on itemized payments reported on Form 460 Schedule E.

For more information about campaign finance forms and their reporting schedules, please visit the San Francisco Ethics Commission website.

About the loans table

The loans table lists loans received by a committee. The table groups all loans by lender name and sums up the amounts, and the amounts paid, forgiven, and outstanding.

The data in this table is based on the loans reported on Form 460 Schedule B1.

Loans amounts are not included in the total contributions in the "Summary Totals" section.

About the unpaid bills table

The unpaid bills table lists bills for goods or services that have not been paid by a committee. The table groups all unpaid bills by vendor/entity name and payment code, and sums up the outstanding bill amounts.

The data in this table is based on the unpaid bills reported on Form 460 Schedule F. Only items from a committee's Form 460 covering the most recent reporting period (with an outstanding balance greater than $0) are included.

Unpaid bills amounts are not included in the total expenditures in the "Summary Totals" section.

Contributions Overview

Unitemized contributions of less than $100

Committees are not required to itemize contributions of less than $100 received from a single source. The total amount of these contributions is reported as "Unitemized Contributions" in Form 460 Schedules A and C.

Contributions from San Francisco

Contributions from San Francisco are those made by individuals or entities with a reported address within San Francisco city limits, as determined by a pre-defined list of San Francisco zip codes.

Contributions from California

Contributions from California are those made by individuals or entities within California, based on the reported contributor address.

Contributions from individuals

Contributions from individuals are those made by persons, as opposed to entities such as corporations or other campaign committees. Unitemized contributions of less than $100 are not included in this total.

Candidate Controlled Committees

A candidate-controlled committee is a campaign committee that is controlled directly or indirectly by a candidate for local office.

How This Data is Calculated

Candidate Contests

This table sums up the total funds and expenses of candidate-controlled committees and primarily formed committees for each candidate contest in this election. Independent expenditures from third-party committees (such as general purpose committees and independent expenditure committees) are also included in the total expenses.

What is a Candidate-controlled Committee?

A candidate-controlled committee is a recipient committee that is controlled directly or indirectly by a candidate, or that is acting jointly with a candidate committee to make expenditures. Candidates are subject to a $500 contribution limit per contributor each election (subject to additional prohibited source rules). Candidates running for Mayor or the Board of Supervisors are also eligible to participate in San Francisco's Public Financing Program.

What is a Primarily Formed Committee?

A committee is “primarily formed” when it makes or initially plans to make more than 70% of its contributions and expenditures to support or oppose a specific candidate or measure, or a group of measures or specific local candidates all being voted upon in the same election on the same date.

What is a Third-Party Committee?

A third-party committee is a political committee that raises and spends money to support or oppose candidates for local office but operates independently of those candidates and their campaigns. These committees can include general purpose committees, independent expenditure committees and primarily formed candidate committees. They are prohibited from coordinating their spending decisions with any candidate or candidate controlled committee. Third-party committees are not subject to contribution limits.

How This Data is Calculated

Total Funds are calculated by summing the itemized and unitemized contributions reported on Form 460 schedules A and C, late contributions reported on Form 497 and Form 496P3, and public funds received by candidates. Only funds from candidate committees and primarily formed committees are included. Total Expenses are calculated by summing the itemized and unitemized expenditures reported on Form 460 schedule E, and independent expenditures reported on Form 496. Figures are rounded to the nearest thousand.

For more information about campaign finance forms and their reporting schedules, please visit the San Francisco Ethics Commission website.
