expenditure committees) are also included in the total expenses.
What is a Candidate-controlled Committee?
A candidate-controlled committee is a recipient committee that is controlled directly or indirectly by a candidate,
or that is acting jointly with a candidate committee to make expenditures. Candidates are subject to a $500 contribution limit per contributor each election
(subject to additional prohibited source rules). Candidates running for Mayor or the Board of Supervisors are also eligible to participate in
San Francisco's Public Financing Program.
What is a Primarily Formed Committee?
A committee is “primarily formed” when it makes or initially plans to make more than 70% of its contributions and
expenditures to support or oppose a specific candidate or measure, or a group of measures or specific local
candidates all being voted upon in the same election on the same date.
What is a Third-Party Committee?
A third-party committee is a political committee that raises and spends money to
support or oppose candidates for local office but operates independently of those candidates and their
campaigns. These committees can include general purpose committees, independent expenditure committees
and primarily formed candidate committees. They are prohibited from coordinating their spending
decisions with any candidate or candidate controlled committee. Third-party committees are not subject
to contribution limits.
How This Data is Calculated
Funds are aggregated by summing the itemized and unitemized contributions reported
on Form 460 schedules A and C and contributions received on Form 497 and Form 496P3.
Only funds from primarily formed committees are included. Expenses are aggregated by summing the
itemized and unitemized expenditures reported on Form 460 schedule E. Expenses also include any
independent expenditures reported on Form 496. Figures are rounded to the nearest thousand.
